Viktor's Thayan Knight armor will allow into the legion sections such as barracks. However, it does not work on the griffon legion building, The Spire. I was wondering if this was intentional or an oversight since the that legion was just recently allowed into the game?

Thayan Knights can't get into the Black Unicorn or Griffon legion locations since they are considered unique legions with special Red Wizard connections that other legions don't have.
In the eternal power struggles that define Thay; if someone wants to see this change, work with a DM in-game for necessary IC events/activities to clarify whether or not these legions fall under the command or jurisdiction of the Thayan Knights and/or whether or their facilities should be accessible to Thayan Knights.
