Travelers tend to report to Legionnaires and other authorities when planar creatures have been observed in the open. Lately however, there has been unusual many observations and reports of Tanar'ri's at a certain spot at the River Thazarim. Valerios Theokillos, Tharchion of Pyarados hires adventurers to investigate the matter.
