I finally found myself an elf to shackle, and the dang thing mounted a horse. So when I shackled it, it was of course a mounted slave.
I tried to get it unmounted, which failed. And typically when i brought it to my master, i suspect the horse forced it to become unshackled and Kaiser got to watch his master give the evil eye for wasting his time.
So, how do you force a slave off its horse? if this continues I'll go crazy.

You can't force it to unmount. I suggest you find a unmounted elf... What about Heather? :P
