As it appears no one has really posted time you'd like to do this, I'd suggest starting it sometime in the late afternoon (CST) this Saturday, with the OOC knowledge that the festivities may take an unexpected turn and morph into the
last event for the Horde campaign around 7:00 PM CST. If you hold it before the start of that event, I'll try to make at least the end of this Feast of the Moon as a DM. Other DMs may, or may not, be involved earlier.
I'd ask that you (the players!) take the initiative on this and make any necessary announcements/posts about where and when you plan to start this. DMs will try to show up as/if we can. And if not, you'll at least have some good times together and I'll provide ending to it that leads into the campaign event.

My idea for the location of this event would be near the Tyraturos Tournament Grounds, where everyone can gather near the small bard stage held there. Sheds can be put up, drinks can be enjoyed and a city-wide festival can be more easily held in that area.
As for the hour, yes - about two or three hours before the main event would be quite fitting, as we don't know how long the festivities might be.
