NPC canon question

Mounted archers, are they considered Tuigans, or are some of them considered Tuigans? I know they're using the same or similar character sheets and AIs as the Tuigans from the campaign, most drop Tuigan scale armor, some even have the right style of armor and top-braid head model, and later events established that a small remnant stayed behind simply because Thazar re-appeared before they could catch up with the rest of the horde.

Right now, just consider most of them to be vanilla bandits that follow that code of dress.

However, I would imagine that with the defeat of the Horde and the death of Khakhan those surviving Tuigan splintered into a lot subgroups. I could see one of those smaller groups still having an interest in the land of the Red Wizards and the place of one of their greatest victories. The whole affair could have made them more worldly and broadened their raiding territory.

I'm really not against the idea of them being used as Tuigan in a DM led event or (even)against some PCs role playing amongst themselves that the random encounter rider was actually a Tuigan. I loved that campaign! To see it have some kind of lasting impact upon Thay would be it's just reward.
