Why do you think it better to be half-level (rounded down) rather than simply half xp ? That seems a bit lop-sided as it were, to me... and would make more sense to allow for half-xp... for instance a level 5 character has 10,000 xp... why not let a remake for 5000? instead of at 2nd level for only 1000? Please explain. Thank you.

The entire feature is meant to be a type of courtesy to players in that a portion of the effort they spent on one PC can be transferred to a new one if they wish. But it’s not meant to be an incentive to accumulate XP with an existing PC for the benefit of a new one.
Using the level 10 example, a PC could have 54000 XP and still be at level 10. Half that is 27000 - just 1000 away from level 8. So the way the transfer is done now (by levels) is to hopefully avoid the rare occurrences where those who may be getting tired of a PC accumulate more XP with the intent to delete or kill it in favor of a new PC that can be immediately raised to close to the same level. Accumulating two levels for a new PC to gain one level is going to be much less practical, and much more time consuming, than accumulating 2 XP with the existing PC to give 1 XP to a new PC.
I will consider changing the transfer to XP rather than levels. However, the amount of XP would probably not be more than 20% or 25% of total XP (with an upper limit of 36000 to reach level 9), but not 50% of total XP since could be a bit too tempting...

I think the system as it is in place at the moment is a fair one and I see no need to change it.

What about rounding up instead of rounding down? Would that be hard/wrong to implement?

Not hard to setup, but not desired I think... come on, embrace the RP and the lvl's come from alone... :)

i found a problem with this,.. i had a 9th level PC and i "perma died" and set it up for half level with my new guy.. it only leveled me once i am 2nd level now instead of 4th.. Ashton Webber died and my new guy is Alante Mard

Hmm... this is a bug then. File a report I'd say. This has nothing to do with the general create-a-new-guy-from-a-dead-one policy.
