I knew that name Vecna ws familiar. So I did a little checking and if he were to somehow show up in Thay, it wouldn't be the first time that something Vecna-related appeared in something that is (semi?) 'officially' Forgotten Realms. For those of you who played Baldur's Gate II (what - over ten years ago now?!?) set in Amn, there was an extremely powerful set of robes called 'Robes of Vecna'. Description:
"This robe doesn't even have close to the power that the two famous artifacts, the Hand and Eye of Vecna possess. Still, from simply being worn by the powerful lich, the robe absorbed enough magical energies to become a potent magic item."

Since the BG games got the stamp of approval from TSR/WoTC I guess that means it wouldn't be the first time two of the D&D worlds officially crossed boundaries. He's intriguing enough I wouldn't mind seeing him, or his agents, meddling with the oh-so-powerful Reds.

There are magical items related to Vecna in NWN, too, even though the Single Player Campaign is set in Faerun.

I think those were taken from a standard rulebook, seems to be the case.
