Myrkul is dead, and Velsharoon is too young as a deity to have gained any big foothold in Thay, especially since he (in his mortal life) had quite a few enemies here. Worshipping Myrkul as a divine power is a pretty hollow prospect by now, many Myrkulites have converted to Cyric, since he has many of the same portfolios that Myrkul did, the few who keep unto their faith are mostly nostalgic, bitter or for some reason or another dislike Cyric, they are counted as faithless and will end up at the wall when they die. If there is a temple to Velsharoon, it's not out in the open. Perhaps in some time, who knows?

There are no temples to Velsharoon if it ain't listed, tho you could allways make you're own temple.

I'm new around so i'm not very acquainted with all the possibilities IG, but I guess creating a temple needs gold, reputation and above all worshippers to help and follow. My PC is still a lvl1 cleric, mostly spending his time annoying people around with the miraculous side of Undeath and curing minimal illnesses or wounds to whoever ask for them in the prospect of propaging Velsharoon's faith in Bezantur.
I take that I should make him join Cyric's temple until he has gained enough ressources to establish his own temple dedicated to Velsharoon in the region. Hopefully, he'll make some IG contacts that would help and join him in his cause.

Wouldn't it make more sense if my PC spend more time within Myrkul's temple trying to convert those present to Velsharoon's faith as Myrkul's faith is decreasing since his death and Velsharoon's one slowly appearing?
Could it be possible in a "distant" future to have the Temple of Myrkul be taken by Velsharoon's followers and renamed if my PC manages to convert enough people?
As what concerned the hidden aspect of this clergy, we could use the temple as a kind of public hospital on the outside while the corpses of the deceased people would be stolen, hidden and used for necromantic purposes?
What should be the best IG line to follow according to you to achieve those goals?

You could very well do just what you described above, it has great potential IMHO - there is just no need to "technically" join any faction yet.

Doin' so then...hoping to meet some PCs IG to join the movement.
So if anyone's got a PC who worships Velsharoon, feel free to pm me to set something IG. Wouldn't imply much, maybe an hour session every two weeks or so...

A question concerning the Bezantur thieves guild/ Temple to Mask...
Is there a different person to talk to for joining each, or are they one and the same?
Also, if they are the same, does it require ranks in cleric to advance to the higher levels?
