Certain spells will require material components. In order to scribe these spells to a scroll, wand, or potion, that material component must be possessed by the PC. In cases where a material component is required, no gold will be taken from the PC unless a wand is being created.
Because wands provide multiple charges by casting a spell only one time on them, however this does require select of the Craft Wand feat, each charge that is added to a wand costs 50% the wand’s price. This cost is in addition to any material component that is needed to cast the spell on the wand. So if a wand actually has a base price of 1000, each charge will cost 500 - so this results in 750 gold for one charge, 1000 for two charges, and so on. Keep in mind that the XP cost to create the wand increases with the overall cost of the wand. By default, PCs create wands with as many charges as they have levels, however, please keep in mind that you can purchase and use the ‘Level Setter’ item available from several different merchants to set a lower level limit on an item. For example, this allows a level 10 wizard to use the Level Setter on a wand and set it to level 5, which would then only give the wand 5 charges and halve the cost of the wand for them.
