Just my guess, but allowing someone to recall out would also allow them to set a stone on a caravan. Not that there would be any reason to do so on purpose, or that accidents wouldn't be easy to avoid, but it could create problems if it did happen. Also might I suggest saving the caravans for when you're in a group, and taking the road when it's just you? As illogical as it sounds, it's actually safer that way.
