Yes, it would be a fantastic edition for sub-races as well. I could see it as being a great boon. This had really turned into a great thread as opposed to what I thought it was going to be.
I would suggest though that there would be a level limit at which you could no longer turn off xp gain to get notoriety. Level 15 or 16 just as an example.
