And actually, I am liking the thought that went into this. :) Even on a non-epic server, keeping the level of PC's at a sane level is a concern, and the staff here has found a very good way to balance the need for a Player to feel that their character has influence (here through Notoriety) vs the way that was used in the past on so many PW's (i.e. character level). Now players can truly focus on using Role Play to tell their story, vs gaining the necessary levels to justify the story they want to tell ("I'm a person of influence! Ph3ar me!" *koff, level 2, koff*)
As well, if more players are lower level, then game balance is easier to achieve (as player level spread is not so disparate), making the design process more streamlined for Designers. :)
