So then when level 20 is restored, you can go back and reenhance the weapon back to its level? Thus having to use gold and xp again? Or could it be removed and stored and inserted again. Naturally a penalty in xp in gold to remove it but not reinstall it.

First of all not all of us "slammed" their way to level 20. Myself it took a little over a year and just recently occurred.
It was through hard work and rp.
At first I chafed but since at level 15 we would not lose what we had gained in ranking, xp and note softened the blow.
It does provide us a chance to redo our advancement and life goal.
