It appears I was not clear about this, so back on the initial post I rephrased change #2, which I'll repost here as well, with bolded text being the new/rephrased additions.
So to put this another way to answer the questions/suggestions in these recent posts:
Yes, notoriety is now required to reach level 12+. The amount for level 12 is low-ish and shouldn't really be a problem for most PCs to achieve (even subraces), with the amount for level 15 being the equivalent of that required to reach the highest ranks of the various factions and may be harder to achieve. Level 16+ requires the new levels of notoriety higher than that required for level 15.
As another point of clarification, there are some PCs who were moved down to level 15 who technically don't have the notoriety to be there. And there are some PCs at level 15 who have been around a long time and have more notoriety and are going to be able to get up to level 16 in a much shorter amount of time than others. In short; some of the previous high-level PCs at level 15 may be there for awhile longer than others since they will need to gather notoriety to first accumulate what is truly required for level 15, and then move on to get enough for level 16.
