It disables XP gains. Although, if you lose XP due to enchanting or sacrificing some to return from the Fugue, you can re-accumulate XP up to what you had when you turned it off.

You cannot accumulate more than the total amount of XP to reach the next level, unless your PC was one of the unlucky few that was reduced from level 16+ by the enervation curse forced upon them by a major dickhead when this system was implemented back in February 2014.
