Many players simply do not respawn a dead PC who has gone to the fugue; either because they have, in the player's mind, died too often, or the ones they run with are no longer around... or they just got burned out on them. Some players, I'm in this group, simply delete their PCs when they get to a point they are no longer enjoying them or because they have a new concept they are dying to try and sacrifice a PC to make the new one.
Really, it all depends on the player and how attached they are to a specific PC or just how badly they want to roll up that new character concept they've been working on.
Sun has pretty much the nail on the head. My first two characters like other long term players, had their character's retired due to the world time shift. They are now NPCs. Avrora in South Market and Master Sergeant Azura.
The new ruling if three only really hit players hard myself included yet it has brought some new life into the mod. I decided to create another character Rimeth as the idea of being a merchant appealed to me having had worked in retail also some newer players were on and some older players had new characters. Marister, ironically was created to assist Miscr3ant and Snipes1302, both players I rped with elsewhere, to navigate through Thay's complexity. However he took off :) Garbage was made as a comic relief character one to use when others were not around. prior to his demise he was mainly a rp character for the Pridaor to help flesh out and finish some game ideas.
I had always played neutral characters the idea of playing an evil character would be a challenge. So I made Vila from Cara. So Vila started as an 8. After I made her well Garbage got recycled.
Retiring Caramiriel was hard as she was my longest and highest level character having reach 20 and due to the enervation reduced to 16. However players who had run with her had either left or deleted characters for others. Thayan has been generous as he has with others, to allow her to come back as an NPC.
Take a look at your characters. Why did you make them to begin with? Have they achieved their goals? As for levels, recycling an even level character is a bit easier. I always suggest people use a build tester module with Thay haks, realy made it easier for me.
