You shouldn't need to remove merchants before the migration. It's up to you though. Recent testing is going well though in that all store inventory and the merchant him/herself are transferring as expected.
Right now I've gone through just about all the checks and double-checks I can think of and building settings, furniture, and merchants all appear to migrate without problems. So the two biggest things are still 1) try to get items out of persistent storage in those buildings and 2) try to have the owner PC recover as many building keys as possible before entering/clicking on the exterior building entrance after the migration to ensure those keys are updated with the new key code. A message will be provided in regard to #2, so owners will get notification when the keys in their possession have been updated with the new code.
