By that I ment by PC adventurers who do not have the type of slaving equipment professional slavers or nobles and those who can afford them have. And danger wise, thats for the PCs bringing them in with the slavers probably lesser pairs of shackles and such. Give those getting the slaves your low rates and use your high rates for the slaves once they are brought in. Once they are back they can be sold to nobles and others who can afford them who are able to afford the best shackles and mages ((Mind control spells are wonderful things))
