Personally I think thats a good idea, not being able to enslave every single freaking citizen works out well. Besides I felt guilty just going along with a newly infected lycan character who killed everyone in the room she was in because a PC was in the other room wanting to come in but I just killed their c ontact. Enslaving a contact might be even worse.
