Vampire Blood is not available when killing NPC vampires because the kind of blood needed to convert PCs must be 'fresh' and from a live and willing PC or NPC Vampire participant. At this time PC Vampirism is only available via DM approval/intervention as those involved with it are testing some of the final aspects and changes made to it for game balance purposes. The testing is winding down with one major exception though. After that, those tester players may be allowed (via IC methods) to turn others.

I'll just end by saying that the vampire Coven heirarchy is strictly enforced right now (and I hope it remains so after testing is completed), so technically every vampire created is a complete and utter slave of the PC vampire who created them. In other words they *must* obey the vampire that created them - they are compelled to. There is no option of resistance for vampires like there is with 'normal' slaves of Thay.
