In regards to temple priests it really depends on the individual temples. The High Priest and sometimes even normal priests of such profilic places as The Flaming Brazier and (to a much lesser extent) the House of Cyric and Temple of Umberlee would naturally be somewhat in the "can't be touched" area due to their important connection with many Red Wizards, while other, less important temples (such as Lliira, Juiblex or Gond) might easily be harassed with little consequence.

Then throw into the mix the couple of places (such as the Temple of Ilmater, Tempus, Helm and Tyr) which just outright refuse to let themselves be harassed, and largely pay the legion little heed even when they will suffer greatly for it, and you end up realizing that the approach to religious institutions really depends on the individuals in question. They should be seen as many different categories, rather than just lumped into one.
