I know the staff prefered way to do this is using the In Game messge boards.
But you might want to consider using it, or maybe for really difficult quests do a wanted poster type post.
I may have a character that has such a shield, but i'm not the type to just log in and find you for knowing of it ooc.
Though the best way to do it, is use the in character method. Kaiser would have turned clinically inasne if it wasnt for ensuring everyone in Thay knew about his damned Master and his "Tan Spiked Helms". I was starting to have mini nervous breakdowns every time he got that quest (3 if not 4 times from his master!) but soon everyone would start to keep any they found for him.
