If we go to the source:
In Dungeons and Dragons, anything within unhindered view in any direction is viewable by the player.
But then again that is for balancing issues on tabletop.
In Nwn and especially a RP server, just be courteous. If someone is trying to be sneaky, let them. If you REALLY want to perceive them, roll a listen/spot check. I prefer the listen check as they are usually behind oneself. (OR: get a bat familiar)
