In my opinion xp loss makes no sense for choosing a height (though technically I'm pretty sure it's overall scale, not height). I think of this as the same as choosing languages for a character, essentially a part of character creation, but one that has to be performed in-game since it's a scripted customization.

Yes that would work as well on character creation but after intial creation a one time redo. Though not guaranteed to last you can revert I have heard of it happening to characters who choose the fat body yet do to some fluke get thin and it requires dm/admin intervention.
