I may be totally off the mark, but I see marking a person more along the lines of reporting them to higher authorities since you have to give valid reasons for marking the PC in the first place. If someone makes a report about a PC (marks them) how, exactly, is the marked PC going to know who reported them? It just seems to be counterproductive in my mind since the marking system is in place to "help enforce a bit of restraint on new(er) PCs (or players) that expect they can ignore the established order/Red Wizards/PCs" to punish the PC placing the mark on another.

If I read correctly, if you are of the approriate ranks you can do it yourself without reporting to any authority. Maybe a clarification of what ranks outside of the red wizards can do this.

Legion- what ranks
Temple- what ranks

If a non-ranking person has a good rp reason for marking another, whom would they go to or can they?

Caramiriel:Retired
Garbage:Retired
Rimeth: Merchant of Bezantur
Marister (dead) -Ranger -Robin Hood of Thay (death marked for pissing off a Daeron.)
Vil'a'w'en Mel'for'm - Blighter of Moander
