If a non-ranking person has a good rp reason for marking another, whom would they go to or can they?
The answer is "Only PCs with enough notoriety to have attained the top two faction ranks or higher will have the ability to mark other PCs for death".
To use this ability you can be a member of ANY faction or NO faction. However, you need notoriety the equivilent of that needed to attain the 2 highest ranks of any faction. I simply choose to use faction ranks in the statement above as a unit of measure to give everyone the idea of how much notoriety is needed to use the ability.
If you try typing !death in a Tell to someone, you will immediately get told if you don't have the notoriety required and the process ends there. But if you do have enough notoriety, at that point you will then receive a message that asks you to type in DEATH, following by the IC reason your PC is placing a death mark on another PC. If you do not start out the next sentence with the word DEATH, the process is aborted and no death mark is placed (and you receive a message telling you this). Otherwise, if you do type DEATH followed by the reason for the death mark, DMs online, as well as the server log, both receive notification of the event that has the exact text typed in as the reason for the death mark being placed.
So regardless of whether you are in a faction or not, when you type DEATH and the reason, you are always reporting the act of placing a death mark on a PC to the 'authorities'. I.E. - it is 'reported' ICly to the mysterious allies and OOCly to the server staff who review it to ensure the ability is not being abused.
