Remember back when I was begging Thayan to put those same shackles in the hidden areas of Loviatar's Manor, just because Tristella had the nasty habit of giving offerings to her goddess by way of dragging captives back to the altar room, pushing them against the altar and slowly flogging them to death with an ordinary whip (periodically bandaging them up just to prolong their suffering)? Loviatar got most of those delicious "suffering" vibes from captured Market Town thugs, of course, and I figured that shackles in the Manor would help Tristella speed up the process (or perhaps keep some captives around for later rituals) somehow. Tristella never could find any wandering Ilmatari PCs to capture for a similar purpose, alas.
But if the shackles never had the ability to capture NPCs, then I guess I wasn't missing all that much. Thanks for enlightening me on that. :)
