As an option offered to legionnaires, is the ability to bind your cloak to shackles in a cell. Is this only effective on PC players only? I and another tried on NPC's like thugs but nothing happened.

I have rped Garbage patrolling areas of bezantur for thugs. It would be nice if we could actually bring them in but if not no worries. :)

Remember back when I was begging Thayan to put those same shackles in the hidden areas of Loviatar's Manor, just because Tristella had the nasty habit of giving offerings to her goddess by way of dragging captives back to the altar room, pushing them against the altar and slowly flogging them to death with an ordinary whip (periodically bandaging them up just to prolong their suffering)? Loviatar got most of those delicious "suffering" vibes from captured Market Town thugs, of course, and I figured that shackles in the Manor would help Tristella speed up the process (or perhaps keep some captives around for later rituals) somehow. Tristella never could find any wandering Ilmatari PCs to capture for a similar purpose, alas.

But if the shackles never had the ability to capture NPCs, then I guess I wasn't missing all that much. Thanks for enlightening me on that. :)

The shackles your cloak can attach to are for PCs only I believe.

If Garbage is patrolling for thugs he wants to take in, remember that as a legionnaire, he is the law when a Red is not around. And if I remember correctly, the law is pretty much death or enslavement. If Garbage doesn't kill the thugs, he can shackle them and sell them into slavery.

On that note i have noticed that some NPC's are immune to being enslaved for seemingly no IC reason. The other day I noticed that an NPC Immolated themselves next to the house of Kossuth. The npc that followed them was simply left standing there gawking... well, my Tifer can be nice but she has her dark moments and tried to take that NPC as a slave but when i bonked them out and tried to slave them it said "Only humanoid creatures can be enslaved". I was confused because this was a normal NPC human.

NPC slavers seem to hunt the towns all the time but pc's cant be opportunistic? It seemed strange.

Only hostile NPC's can be enslaved by a PC (they have to be hostile against you before you can 'bonk' them then attempt the slaving sequence) . You can only take thugs from the streets, no other townsfolk can be enslaved. I am sure it says on the screen that 'only hostile humanoid creatures can be enslaved'.
