Could the ''halt faction advancement" have an option for a time frame (for instance, one day, or one week, or until halt is removed)? Just thinking that would provide some flexibility for different ranges of punishment, and also not make you need to have the same person around to remove the halt at some point (if it was a day, week, hours, whatever), as sometimes schedules make it difficult to coordinate that.
