As a side option for this kicking people from faction id like to mention another server i used to play on it was based on the robert jordan wheel of time series. Not only could leading officers kick out people from the various factions, it took one of those leading members to first give whatever recruit their faction gear so that the new person had to actually apply with an officer to join said faction not just talk to an npc and automatically be inducted into it, this is of course just an option that would help cut down on just "whomever" joining factions as theyd have to be proven rpers to be allowed to sign up.
