In agreement with Amracil, I'd just like to mention that the proposed additions will *hopefully never* be used on PCs simply because they don't know much about Thay (if deemed appropriate other IC punishment such as what has been talked about whould be given), and would only be used on PCs who have joined a faction and prove to be disrespectful or insubordinate to other members of their faction who have a higher standing. So a legionnaire not knowing the tharchion wouldn't necessarily be a reason to get kicked out of a faction, but talking back to your commanding officer, not obeying his orders, or being a general jerk could cause the PC to get kicked out.

But maybe someone(s) would be interested in posting some commonly known info in the World Background forum for new(er) members of the community to review details of the world outside of the game? And there is always the option to visit the temple of Oghma in-game and take quests to gather info about Thay as well.
