The policy of no weapons out of their sheathes has long been enforced Sergeant, and has even been commanded by the Protector himself on a few occasions. It is however not yet a written law but a safe measure to protect against violence as you say. Vortar and the other Thayan Knights are not exactly ~above~ the law but they are not held in the same regard as civilians many of their number have risen up from the legion to become Thayan Knights. Including Vortar and all due respect should be paid and they are excempt from the policy as they directly serve the will of their masters in all things. It is only their masters that may punish them for breaking the law only if brought to their attention by the legion for ~serious~ infraction.
