I don't see why it would stack the deck with those tickets, though; an unopened winning ticket had the exact same value as an unopened losing ticket (or as far as I could tell, they all had the same value when I moused over them all in the shop). It's all just text; the text itself isn't worth anything, and the engine probably can't tell the difference between "You don't get anything," "You win 100 Gold," "You owe ME 100 Gold" or "Take everything I own right now!" Unless it's some alphabetical order script programmed to read even the hidden text in wax-sealed messages, I don't see why the merchant would unmix the tickets.

It may be time for another experiment. We've all seen how players stash the Research Notes from library research into the persistent storage bookshelves at Oghma's temple and other libraries, right? Those notes always seem to be randomly mixed up every time you go a few zones away and come back to the bookshelf. I wonder if a merchant does the same thing....

I am not sure often merchant inventory arranges itself. When you sell things holes are left. There are few way to handle this:

1. Do nothing on reset spacing will be fixed.
2. Add an item to inventory which takes up same amount or lesser slot of item(s) sold.
3. Just take out and put the stuff back in to make it organized looking.

As for oghma shelves, many people use them to store later if they do not use the trash can. Some people open and find their answer and maybe use trash can or put them in another case.
