In regards to the tattoo widget. It is a persistant item, meaning it does not leave you. Is it subjected to the 150 item limit one can have on one's pc?

Yes it is because just like all other items in inventory it too fires the OnAcquire scripts when someone logs in to the server.

Clarification please. I am seriously considering this with my new character.
She currently has tattoos on her body. Can the established tattoos be made magical or would I have to choose them all over again as if I did not have tattoos on my body? Would I be charged separately for each tattoo?

Any tattoo can be magically enchanted, whether you have it from creation or add it in game. You pay to add magic to every tattoo, EVEN if some are already magic, and the price per tattoo actually goes up the more you pay for, so ideally you want to magic them all at one time, though doing a small amount when you can then finishing the job later can be helpful. But don't try to stepladder by having more than 2 sessions, you'll end up overpaying severely.

Unfortunately I did not realize it was an all or nothing magic option. I though I could choose which tattoo I wanted enhanced.
It seems best to enhance one at a time.

Wish we had tattoo removal options.... Its just my RL opinion and all i admit i cant justify it ig with any good reason. Just....

think you can remove a tattoo by changing your body part image to one without tats.
Well the magical ones are nice to have. I cannot use it as its all or nothing and it would fit my rp but a nice option.

None of my PCs have tats to remove. I, however, have 4 and will be getting my 5th next month. I love my tattoos. Each an artistic representation of some aspect of me. :)
