Has anyone been experiencing issues with area standard spawns always giving you nothing but 1xp with maybe the occasionally biggie from a scripted or things like fire giants in the mine or heart of the island? I have noticed even the roads now give me nothing but 1xp spawns this has gone on repeatedly (even after reset) across areas like the mines, to sewers, to roads, to the alaor zones.

P.S Caravans and ships spawn scaled foes for me. Dunno about RazoRaid

Caravans and ships spawn proper enemy NPCs to my character's level, yes. The rest is nearly always 1 XP NPCs like rogues, bard mercenaries, wizard mercenaries, fanatical paladins, orcs, gnolls, spiderlings, goblins, boars, oozes and so on.

I haven't had anything higher than that for two or so days before today's DM supervised event.

Same problem, everything except scripted spawn of a juju spider gave 1xp.

I had that issue the other day while running around in a party of two, but I chalked it up to being in areas beneath us.
Otherwise, my spawns seem to be functioning as expected. I was getting 10-16xp for most of my kills (overland map and the uncharted area shallow caverns).

Get this, my best kill was a CR 11 Lycan hunter at like.. level 7 right? I just got attacked by this bad ass mage hunter, barely survived his missle storm, used heart of murder and corners and transitions to kill him.. checked my record. It upgraded to CR 13 Lycan Hunter as best kill....... he gave me 1xp. This can not be normal, im level 9 and even if I had a ECL 1xp doesnt make sense

It's seemed to me like once you reach a certain level kills always give only 1 exp except if you're the lowest level member of a group, assassins or slavers. I'd think lycan hunters would give you 50+, since they're basically like slavers or assassins.

Lycan Hunters will pursue PC Lycans in hybrid form and may employ a variety of tactics. The more often a lycan is observed changing form, the better chance lycan hunters will find it and the more powerful they will become.

What the hell? When did that happen I never go through town except in animal form in which people never freaked out (when stealthed I doubted they had the ability to detect 30 in stealth skills), they just seemed to think I was an animal; they certainly never started yelling that. I know for a fact I have never shifted into lycan form with any NPCs in line of sight and usually no one is even close by. Guess I need to avoid maps with NPCs on them all together, no guards show so I bet thats the White Beach Resort :/
