Kellen walks by with only a mildly interested expression. There's enough mysterious deaths in Bezantur to keep his mind occupied for at least several lifetimes, and this will have to settle for rudimentary attention unless it somehow demands otherwise in the future.
Applying the knowledge of someone that's lived in Bezantur even a short time, he thinks this may be a simple mugging in a dangerous area. Applying some intelligence to that thought, he thinks it's more likely a guild or faction sending a message, seeing as there were three victims, which is an unusual amount for mugging. Applying some insight to that, he thinks this could be, and probably is, politically motivated. A plan to lay the blame of murder on someone else maybe? That's an unusually diverse group of victims after all.

Time might tell. For now, there are more immediate issues to deal with.
