After finding one it struck me odd to be able to create rather powerfull items in certain ways but unable to put more then +2 of any skill on anything - which is IMHO pointless. Is this intentional?

I believe they're level restricted, but I agree that +1 or +2 to a skill isn't much of a boost. Everything else seems good though.

The Plus 1 or plus 2 actually stacks.. if you have a helmet, a cloak, boots, two rings, a necklace, a belt and an outfit each with +2 heal on them then you have +16 to your heal skill which is very useful.

Jechal pretty much summed it up. Since NWN stacks any bonuses, allowing +5 or better for skills could really end up overpowering certain skills, especially since the forges let you enchant virtually any item. The limit of +2 is intentional.
