Bahamut is not in any of the official sourcebooks I have seen as far as being considered a god, so it/he/she is not in the game.
As far as any issue you have in regard to DM coverage, action, or inaction, please e-mail dm@thaypw.org, or if you have an issue with a DM in particular, contact our Head DM Jechal at jechal@thaypw.org or PM him. Airing your grievances in a public forum is a great way to cause hard feelings and ensure you see little to no DM interaction again.
In additions, questions in regard to how or why something is designed as it was should be directed to admin@thaypw.org or PM me.
